Why are european windstorms sometimes reffered to as hurricanes?

Technically they are using the term incorrectly, though the windstorm that occur there on occasion can contain hurricane force winds. Hurricanes are a particular type of cyclone born over warm tropical waters, bearing certain characteristics that deem them as hurricanes (sustained wind speeds of at least 74 mph being but one of the needed characteristics).
