Is it acceptable to allow encroachments onto the road in the name of god , religion , or a grave yard ?

People tend to not change their opinions about sacred spaces. In New York State, there are many places where the roads circle around historical graveyards, and it adds character and beauty to the areas. Maybe there are other ways that the roads could be made safer.
